Five Card Stud: Last Bettor To Act?

Has anyone played 5stud with the rule that whoever made the last aggressive bet (bet or raise) had to act first on the following street? And who acts first with teh initial upcard?

I've played home games this way. High card brings it in on the first round. This rule was more prevelant in draw formats.
