given the bush administration very tight control of information and solid front presented to the press, it really has to be assumed that the leak was authorized at a high level.
either that or it was just a crazy mistake. like that wmd thing. just a mistake. could happen to anybody ...

The WH trotted out the names of three who it said were innocent.
It can thus be concluded that those were the culprits.
