The easiest wasy to figure this out is to treat the hands like numbers. The lower number wins.

In you example you have:

76541 and 76532

Which is lower? The 76532 is a lower number, so the 23 hand is better.

true, but K432A isn't a real low hand in O8, and QJT98 is a straight, so it is going to win high... im just rambling.
