Is Gavin Lying to me?

Gavin told me that when he went to mexico, when they would go poop that they would wipe their butt and then throw the toliet paper with poop on it in the trash can and not the toilet.

So there would be a trashcan filled with poopy toilet paper buy the toilet.

He also said that when he did construction in the US, they would do the exact same thing.

Is Gavin lying to me, because he said he was telling the truth.

This is very common in all of Central and South America. It seems that the plumbing just cant take it. Sometimes the toilet paper is even unbleached! Did Gavin tell you that?

I've been to Guatemala and Honduras, and it is done there (it has to do with the plumbing, as another poster said -- everything gets clogged up if you flush it). Never been to Mexico, but I would guess it's done in at least some regions there as well.
