UTG may have flopped a set or two pair maybe or he's holding AQ? Typically a turn min raise means strength. I would probably fold here.

I don't think I like the call preflop. At the $25 tables players are perfectly capable of limping into hands with mediocre cards. In this situation UTG could very well have A9 or A2 as these players call religiously w/ A-low. If you had raised preflop though it still might be a fold at the turn as then you should suspect AK or AQ
