It used to happen to me before I got on do not call.
I have no idea what mechanism in caller ID/number they're calling from that makes this happen.

yep. my buddy got one of these calls once, and didn't bother to check the voice mail until 2 weeks later. turned out it was a law firm who wanted to interview him.
so, check your vm
With VOIP you can very easily spoof any number. Apparently a very lazy Dutchman called you.

I know what when I call land lines or cell phones with Skype it always displays random high numbers on people's caller ids. Most likely it was someone using voip.

Is there any way you can get charged for a call just by answering? I've never had a really weird number call, but if they did I would probably just answer out of curiosity and hang up if it were a telemarketer.

I got this call too and it was blockbuster's automated message system telling me my video was like 20 days late.
Didn't blockbuster eliminate all late fees? You should have been like shut up bitches what are you going to do charge me?
Curiously,
Perrier

Right, they don't have late fees. But they still beg you to return the video so somebody else can rent it. And if you wait long enough there is a $1.50 restocking fee, which is actually a late fee, and they were sued for false advertising because of it, but apparently they won the lawsuit.

i got a call from 000-000-0000 last week and i made a joke to my buddy that maybe it was the fbi or something. turns out it was a telemarketing call.
I got a call from 0123456789 last week.
Googled it and it's just if the company hasn't set their phones up properly. It was the cowboys that are Dell, FWIW.

Actually, businesses with a phone system can modify the caller ID strings that get sent so it is not just the VOIP tricks.
I actually had to figure out how to do such a thing on an Avaya system. I could have it spoof any caller ID the user wanted, fun stuff. Never trust caller ID.

Normally it's Party poker (sorry for the poker reference -- but that's what it is for me).
