In regards to your Card Player column, does automatically re-raising in the small blind with 9-8s (when the button open-raises) also apply when playing tournaments?

Probably not. If you read David's book, you will see that the gap widens when someone else has raised. So three betting with the 98s in many tournament situations is probably wrong. You should fold instead. However, if you do have a hand to play out of the small blind against a possible steal raise, it would probably be correct to three bet. Just do it with less hands.
