There must be a rational explanation for this other than pure coincidence. I ran some quick numbers and didn't have much luck... anyone?

It's quite simple really. If you deal out every possible combination of boards using the remaining cards in the deck, exactly 495 times out of 990, that board will produce a winner for the J8, and the other half, the KQ will win. That's why.

13 and 14 out draws are about 50-50. This is a 14 out draw, 8 outs to the straight and 6 overcard outs, but the overcards give J8 5 redraw outs. That gives J8 30+(45-14)C2=495 ways to win out of 45C2=990.
