The problem is that the CIA, the NSC, and Cheney's office knew the information was hooey well before the SOTU speech. Powell's claim that the administration was not trying to mislead the public is also hooey. Of course they were trying to mislead the public, THAT'S WHAT GOVERNMENTS DO. Business as usual.
