A normal blind structure for holdem is small blind one half of the big blind. In the 5:10 game I normally play the blinds are $2 & $5. In addition to this the rake pulls another $. This amounts to 20% less money in the pot pre-flop than there would be in a normal time game. The question is does this translate directly to playing 20% tighter than Sklansky startting hand guidelines?

No. There are at least a dozen factors more important which you should be considering when selecting starting hands.

Just play a shade tighter in the SB
