Bubble. Bigstack, midstack, shorter stack, ministack. You are one of the medium guys. You blindsteal from bigstack and other medium guy. Later, you blindsteal off medium guy and shortstack. Although the #chips won hasnt changed, are the chips won from the shorter stacks worth more, as you are making a bigger dent in their stack, and putting them closer to busting out 4th?

The chips are worth the same to you, but not to them. Like you implied, if someone were to offer you a free gift of chips, you would rather take it from the shortie.

I suppose. You could also argue that by stealing from the rich, you bridge the gap between you and them two-fold. Thus increasing your FE, allowing you to steal yet more...from either group.

I think some sort of weighted chip value model might be more accurate than the one we are currently using but it would be very complicated to use it for any analysis.

Yes, and this is already factored into ICM as you always put in the before and after stacks of everyone in the tournament.

Precisely. You only have to have a quick play around with bubble stack sizes in an ICM calculator to see the effects. Imagine 2 3k stacks, and 2 1k stacks, of which you are one. Who would you rather double up through, big stack or other short stack? You shouldn't even need an ICM calculator to know that doubling through the other shorty is considerably better.

Hence, my extreme reluctance to fold 2 cards in such a situation when the other shorty pushes into my BB.
