BB is passive, I have already seen him check call his set on the river when a BD flush draw hit.

Button is unknown, I have seen him enter several pots however once winning with a Q5 diamond flush from UTG.

Yeah, I vote for skirt. The problem as I see it is that button will hardly ever bluff this in a 3-way pot and he'll call with worse hands. I don't know what BB has but passive players usually wait till the turn to C/R their big hands and if he raises you can fold with certainty that he has the flush.
