Heads up. I have 33% chance of winnnig hand on turn so I can call pot-sized bet on turn (all-in is even better cause I'm getting better pot odds) - obvious. If I had 33% chance of winning hand by turn and river combined (i.e. w/ 2 card to come) can I call all-in (say, I bet and get check-raised on flop)?

Only if you are getting 2:1 on your money. Which you probably aren't.

He is saying that if you are head's up and you get raised all in on the flop the worst odd's you can be facing are 2 to 1 since it's pot limit. Any time someone bet's/raises the pot they offer 2 to 1 when head's up. So if you are 33% to win with 2 cards it is even money to call. Just remember to factor in re-draws and lockout's when determining your odd's of winning the hand with 2 cards to come.

Opponent maybe freerollin, same draw as you but made hand already and so on, so you'll drawing for split which really suck...watch out for those...
