I'd be inclined to tip if it was a car service. The limo driver is basically a glorified taxi driver, and you'd always tip a taxi driver, right?
The only exception I can think of is instances where the driver owns the limo and isn't working for a service. A company I used to work for used to use a limo service where the owner drove the limo (it was a one-man operation). I never tipped him. I figured if he wasn't making enough to live on, he could just raise his rates.

Well, first, was he a black guy or a Russian?
Sorry.
This decision is then generally placed on distance. In Vegas, for instance, when I get a ride to or from hotel/airport via courtesy limo, I will give the guy $10-$20, generallly depending on how nice he is. You said your limo was from the hotel to the casino, which I don't really understand, but if it's a fairly short disatnce, I would say $5 is cool - If it's only like 1/2 a mile, then give him 2 or 3 bucks - I just feel like anything under a 5 is kind of lame, unless it's some kind of shuttle and you are riding with a bunch of other random people - in which case 2 or 3 bucks is fine.

Yeah, under $5 is very lame for a free ride. $5+ depending on distance.

No it isn't. The tip should be the same either way.

My point is, it should be a tip, but it shouldn't have even been thought about if it was free. If I go to a bar and they have some free drink special or the bartender gives me a free drink, I tip even more then since I don't have to spend money on the drink.

Ok, this makes sense, it was ~7miles. This was foxwoods, not vegas, so thats probably the discrepincy.
