Explain this NAKED GUN joke to me

Im watching NAKED GUN again and I have never understood this joke.

Leslie Neilsen: Nice ankle braclet

P Presley : Oh did that drop again?

Then Leslie Neilsen gives one of his confused looks.

Granted the joke I just described isnt word for word, but I always thought it was joke I never got. Can anyone explain?
