Flop Play Checklist

For drawing hand on the flop, I have the following checklists:
Situation I:
1. If the players before me check and I do not have a pot equity edge, then I should check; otherwise, go to step 2.
2. If the players before me check and I have a pot equity edge, then go to step 3.
3. If I am in early position, I should check-raise; otherwise, I should bet for value.

Situation II:
1. If the player before me bet or raise and pot odds or implied odds is smaller than breakeven pot odds, then I should fold; otherwise I should go to step 2.
2. If I do not have a pot equity edge, I should call; otherwise I should raise for value.

Any other considerations should I take into?
