When I play CS Source after a while a box pops up and says the nVidia software detects that my card is not getting enough power and puts it into "safe mode" or something to prevent damage from occurring. It recommends that I plug in a power cable to make sure that the card is getting full power. I open up the comp and there is no such cable and it didnt come with one. Its a PCI-e card and I'm wondering what this means.

I get this every time I power my computer on. It says something about lack of power and disabling some services. I can't notice anything missing (of course it has been this way since I bought it) so I just click OK and go on.

I also opened the box up and tried to find a cable that wasn't hooked up and checked the connections on my video card but couldn't find anything.

Is a stock dell ps not enough?

You most likely do not have your power supply hooked into your video card. If you have a PCIe video card there is a new connector for it which you can see here (http://www.hardwareanalysis.com/content/image/11419/). Your powersupply may not have the correct connector but there are adapters available (http://www.newegg.com/Product/Product.asp?Item=N82E16812154001).

On AGP video card it should just have a 4 pin molex connector similiar to the power connectors on an ide harddrive.

I may have to upgrade the power supply on my Dell? If so I can't understand why they wouldn't just put the right one in already.
