When people talk about making 1 bb an hour, or 2.5 bb an hour, are they talking about big blind, or big bet (as in $1-2 HE, the big bet is $2)

It usually means big bets, depending on the context. For example, if sombody says "BB calls two cold," they're obviously talking about the big blind. In the context that you're referring to it means big bets. In a $1-2 game, $2 would be a big bet.
