Im glad that my practice of the "Dont take a crap in a public restroom" rule will keep me from situations like these.

Anyone else wonder if he had already pooped, and thus was unable to wipe?

If I sit down on any toilet and feel something wet and/or goo like my first instinct would be to stand up and investigate. Followed very shortly by getting whatever it is off of my legs and butt. Thus, never allowing it to dry or bond.
