VS Shortstack

The popular thing to do at PR seems to buy in with 1/10-1/5 a full buy-in. I'm finding it pretty annoying. How do I go about situations like this?

Can I bet things like this without committing myself? Betting small encourages a push with whatever he has and checking is incorrect if he holds anything that isn't paired. If we're in opposite positions heads up, is the best move to C/R him all in if he's very likely to bet a checked flop?

When I play against a short stack, I make them commit their whole stack as quickly as possible. If you don't want to put him all in on the flop, try a $9 bet (he has $14 left). If he folds, great - take the 1/4 of his stack that is already in the pot. If he has a J or 4, I'm paying him off.

doesn't that let him play perfectly in this situation? a J or 4 calls, and his missed overs are 50/50 to call depending on just how bad he is.

problem is shortstacks like playing face cards. they like to checkraise/call down. this happened before and a different villain shows KJ Top Pair and beat my 2nd pair. what if I had AK instead?

Alot of shortstacks are very eager to get their money in as soon as you show weakness, if this is one of them I would most likely check/raise(or call since they might go allin) which will catch missed overcards and random PPs hoping for an easy pot.
If he's a more passive type I would choose between betting his stack and check-fold or check-call looking for a cheap showdown.
