i'm having wireless connection issues in my apartment. ONLY in my apartment am i unable to connect to wireless networks. When i went back to my house and the library i have been able to connect. It gets to retrieving an IP address or waiting for the network to respond and does nothing.

It's because this question is majorly lacking detail and direction.

what type of wireless connection, what kind of equipment, operating systems... this is all way to vague, I can't tell if you are connecting to an router or a wireless ISP

Sounds to me like you aren't getting an IP address. Do you have DHCP on(this would be within the router) and also do you have your SSID set.
