When you call a small raise from an opponent with a pocket pair looking to hit a set, and you sense a continuation bet from an opponent on the flop, is it wise to raise him? If he calls, is it wise to double-barrell on the turn or what?

Most of the time, no. Maybe if you're playing higher than 100NL. Otherwise, just play ABC. Call to hit your set, and if you miss, throw it away. As another 2+2er once wrote, "Set it or forget it!"

It depends on the player and your table image. If hes a guy playing a bit laggy, but is decent enough player capable of folding, AND you're viewed as tight/nut-peddler, he'll probably release.
