this is the 3rd hand. UTG+1 has min-raised every hand so it means nothing.

is there any sense throwing a bet out on this flop? at least it lets me know where i'm at. i don't want to risk too much though. if i don't bet and a rag falls on the turn what do i do if someone leads out say 200? i figured this was the best way to see where i'm at, and maybe take down the pot.

HN, I think this spot sucks. Check, and see if you get to see a turn card. If the turn is the jack of clubs, and maybe the king of clubs, I might move forward, otherwise, with this many in the pot, I'm sure you're giving your chips away. There's only one size bet you can make to get a weaker ace to fold, and that's not a guarantee. If you're not gonna make that bet, then check.

Are people even reading the action correctly? There's two other people in the pot and they've both checked to him. What sense does it make to say "check/fold" on the flop action? He can check, sure, and gain a free turn card. Unless you mean to just select "check/fold" - fold to any bets - and pay attention to other tables hands.

I'd raise more preflop, your line on the flop seems standard as a continuation bet, as is the fold to the raise. Strange way for him to play an ace, but it's just not worth finding out.

Check the flop, because the donks who call a re-raise with a shaky Ace are the same donks who check/raise with it.

I'm done with the hand unless a Q or runner-runner falls.

That's my experience as well. That's why its imperative, if you're going to make a continuation bet, it has to be one that threatens villains stack, leaving no room for maneuvering (ala c/r).
