$1/$2 NL Game - 3 players on flop

1st guy bets $10
2nd guy goes all-in $16
3rd guy wants to raise, what's the minimum raise?

since that all in was 150% of the last bet. it is considered a (incomplete) raise to 20 i believe.. so he can raise it to 30.

I believe that the minimum raise is 10 more to 20, which is what the initial bet was. The all-in didn't make a full raise, so his raise doesn't count...I think...
If the 1st guy bets $10 and the second guy calls and the third guy goes all-in for $16, then the 1st and 2nd players can't reraise because the 3rd player didn't make a complete raise.

The minimum raise would actually be to $18, not $20.

Making it $10 to go is an $8 raise. So you can re-raise $8 more to $18.

As far as your question is concerned, I am not sure, however I do not believe the 3rd player is allowed to raise because the 2nd players all in was 16 and not 18. I could be wrong though.

The third player should still be allowed to do what he wants as he has had no action in the pot, yet. If the 3rd player calls, the 1st player's only choices are to call the additional $6 or to fold. He will not be allowed to reraise in order to force the 3rd player out.
