Lead the flop, since you did not, make a hefty check-raise. Since you did not, lead the turn. Since you did not, raise more on the turn. His weak bets screams "weirdly played draw" to me.

i lead this flop, lead this turn, and block this river. im not sure why u r not trying to build a pot here? would u play a set the same way? if so u need to think about that.

Fold PF. Pot flop. 2/3 pot turn. Blocker river. The river fold is fine.
