Villian is 20.9/6.97/1.13 and has stolen my blinds 3 of the last 4 orbits (I've had utter junk) so I think he might think he can push me around. I just called the flop so I could raise the turn. Should I raise this river and call a 3-bet?

You capped the turn and he is still firing at you. I can't believe you are ahead here enough to raise this river. Although you did under-represent your hand by calling the flop. I just don't think villain is betting the river after you cap the turn with a hand like A6, A5, or 65. He is simply not that aggressive.

Definitely don't raise the river. Even the turn cap is debatable, but I cap there too. Remember that he 3-bet your UTG raise from the SB, so A6 and A5 are unlikely. Lots of times you will see a split pot here, but when you don't, you are usually on the ass end of some big set.

sb seems decent/ weak-tight... i don't like the turn cap. I think that raising the river is really bad. You did cap it PF, it's a dangerous board for him to 3b and he is a reasonably thinking opponent. It seems like u're either tieing or losing unless he's on tilt.

I think the turn cap is fine. 1 combo of AA. 1 combo of KK. 4 of AK. 5s and 6s are possible but if that's the case the flop bet seems weird. Looks like a chop. Gotta just call the river.

Um, dude, raise the flop and call down when he 3 bets... if he's an utter maniac you can cap the flop and get away with a turn 3 bet but that is very player dependent.

Don't raise the river. It's either a chop or he has a set.

I usually raise the flop in these situations but this was a pretty safe board for me. I'm pretty sure Villian thinks he can run me over, I think that is why he 3 bet me preflop to get it heads up. I was pretty certain he would bet the turn regardless letting me raise him there. Early there were 4 or 5 times where it was just me and him and I folded my blind to him, or folded on the flop when I had utter [censored]. I think ppl are giving him too much credit here.
