Banning should be a rare exception except for spammers. Just suspend for a few days. Most people get the message.

I totally agree with you except on the issue of language and method.

I have a hard time keeping track of a suspension. I find that most of my bannings in cases other than pure spammers wind up as suspensions. However, I wait to hear from the banned poster before overturning my decision. If I feel a fixed suspension is in order I ask the poster to contact me again after the allotted time has past.

So, if moderators feel a suspension is in order and they trust themselves not to forget to reinstate, please use Dynasty's guidelines. If you are more absent-minded, please use mine.
