My Empire affiliates rakeback pay outs have been sporadic at best. So far during the 8 months I have been with him he has paid on the 6th X2, 8th x2, 10th x2, 16th x1, 17th x1. Is this normal?

Somewhat I suppose. Affiliates have to wait for the poker rooms to pay them (some pay out with their own money, but IMO that is a risk to them and their players) then lets not forget that some have upwards of 500 players. I am sure some sites are more proficient than others, but having a 7 days payout span doesn't seem all that unusual.
