For one of my classes I have to write a paper on The Constant Gardener in which I need to identify one crime (according to United States law) committed in the movie and identify witnesses to support each element.

Does anyone know where I can find laws and regulations regarding the testing of pharmaceuticals in the United States?

I haven't seen the movie but I assume it's about clinical testing of the drugs (testing the drugs in human subjects)? 21 CFR 310, 312 is the regs for new drugs.
