You need a reason to think that he will bluff. Until you have a reason, bet.

Inducing a bluff is not what you're talking about then. Anyways, this is either a bet/fold or a check/fold situation against most players.

I think we can rule out check/folding, since we're getting ~7:1 vs. an unknown villain who has shown no real strength the entire hand. That leaves betting and calling. Based on the way the hand played out, I think it's fair to assume villain will call with more hands than he'll bet. Here are my thoughts on villain’s likely actions:

*Hands that'll call that we beat:
Pair of Ts, 99, KJ,
*Other less likely possibilities:
Pair of 8s, QQ, JJ

*Hands that'll bet that we beat:
Weaker K, Possibly a busted draw

Therefore we are less of underdog when we bet out. So I think betting out is better here.

The chapter “heads up on the end” in TOP describes river play in great depth, and is really helpful. I recommend you look at that, if you haven’t already.

Many worse hands will call here and he hasn't given us any reason to believe that you're beat. Bet it.
