JJ vs fish, flop 2 overs, turn/river line?

Normally against someone that plays every hand I'd be really worried that he has me beat, but he was so incredibly passive. The only time I had seen him raise was when he checkraised my QQ on a JK34 board, and I felt it was an easy fold. The rest of the time he was just calling down with ten high on the backdoor two pair draw. His stats were 63/6/1.12, but most of his aggression comes from betting with nothing every time someone checks to him. Turn I came close to betting, but decided against it. I think it probably should have been a bet. River, once I had checked turn I obviously planned to call a river bet from his 9 high, but he checked to me. At this point I decided unless he was going to call me with ace high I did not have any value in my value bet.
