Can a stupid person be truly funny without making a fool of themselves?

Depends if you include "funny" as in we're laughing *at* the stupid person, as opposed to with him/her. Also, whether being "unintentionally funny" (ie. peachy) counts.

Having never seen a scientific survey or analysis on this subject my gut feeling is that stupid people are very funny to other stupid people yet no so funny to smarter people. A good question is at what point is a person no longer stupid?

I think you mean dumb people, not stupid people. Stupid people are sometimes smart, but dumb ones aren't.

Dumb or stupid people can be hilarious, especially as story tellers, since they often do all kinds of dumb and stupid stuff and have really funny reactions to it. Listening to a stupid person say how they handle their life or a dumb person talk about the latest jam he got into can be really funny. It's not like these guys don't have senses of humor. It's that a sense of humor isn't all that reliable an indicator of intelligence. You can be funny without being witty. It's wit that's a sign of intelligence.

Stupid people can have a lot of street smarts or a weird animal cunning, too. They can be surprisingly perceptive and practical sometimes, even if they make all the wrong choices. Sometimes those perceptions are funny just because they're so wrong, too, and that just makes their stories funnier.

I've known lots of pretty dumb people who were very funny.

They definately can be, but it's annoying when they are, because, you just want them to keep on being stupid.
