how do i create power ratings??

wondering if anyone knows how to create power ratings for a league???... i can probably do it thru brute force and time commitment, but wondering if anyone knows where i can get simple algorithm for excel.... can i do it with linear programming in excel??

you need to elaborate a little. are power rating relative to other teams? can't you just make a formula and rank teams by the number the formula spits out? linear programming would probably only be needed if you wanted to base it on Team A losing to Team B, who beat Team D and was in 3rd last week, but beating Team C, who was last in the power ratings, so it should mean less.
