I might three bet the turn. Although he may be bluffing and you make more when he's bluffing and lose less when he's not by just calling. But if he has like A9 or K8 you want to raise as he will most likely want to see the river. River raise is standard IMO.

He seems loose and pretty passive to me. What kind of hands would he check call the flop and then check raise the turn?

I can't see a seemingly passive player do this with just top pair. 98,99,66 seem like probably hands to me. He is not extremely loose so 92/96 dont seem overly possible. Im just wondering if he would call the flop with a gutshot.

Maybe A9s/K9s also. Maybe. But im leaning more towards a bigger hand on the flop.

I would just call here. If he does have a boat (which is highly likely) he will most likely reraise your river reraise and have you for 3 bets when you would have lost only one by calling. Reraising to gain that extra value bet makes you one bet if you're ahead, but loses you two if you're behind.

He might call with 98o though. I love this raise. You counterfeit many hands. A loose player with a mid pair may think his 8's up or 9's up is good.

IF, you raise this river, you absolutely have to fold if you get 3-bet. You are behind everything he 3-bets here.
