questions concerning dell

hi folks,

i am living in germany and have some questions concerning dell products and those coupons available in usa.
as far as i observed it, there are no such coupons in germany and the prices for dell products are much higher here.
i like to buy 2 dell tft fp2001 and a laptop which is able to support 4 tabling.
so here are the questions:
am i allowed to purchase at dell usa and use those coupons?
what extra costs do i have? s&h, taxes, customs?
what are the differences between the products sold in usa and here? are there any besides powersupply?
does anyone have experience with that?
how do i find coupons best?
