Road bikes on the cheap

Ok, so here's the deal:

I went to 5 different bike shops in philly w/ my gf today looking for a road bike that is
A) affordable
and
B) small enough for her (she's 5'0")

apparently you cant find anything under 350. We're thinking 150 for a new bike.

There is Via Bicycle which sells "refurbished" bikes, but since road bikes are trendy, they all go for $150+ and they're pretty old.

I cant imagine the things are nearly worth that.

Anyone into road bikes who knows a web site (checked ebay and craigslist already) with a good used bike selection?

Also, since she is so short, it drastically narrows the availability... so perhaps we are asking for the impossible here.

$350 will get you a very bottom of the line bike. What do you expect for $150 exactly?

something light so she can carry it up her steps, and something that can get her from A to B.

she's not gonna get all serious into road biking, but prefers that over a mountain bike for riding through the streets to work etc.
