Weird hand, what's he betting the flop with, especially such an overbet of more than the pot on a rainbow board? It doesn't seem like a bet that wants a call to me, he would bet less to keep you interested if he had a set, smells like he's hit the 8 or even lower than the 8 on the board to me. Thus I don't think you need to raise unless you're worried about giving him his 5 outer on the turn.

Once you get there, he's now committed enough to the pot to make this a push as he'll call with many crap hands here that you have totally smashed. Once in a while he'll have hit two pair here with 98s or 98o but that's just the chance you take..
