I think it's twofold:

1. It allows old perverts to maintain a modicum of self respect.
2. The eternal hope of catching a glimpse of their ugly keeps you coming back.

I think they first get the money for the pics with clothes, and then when the money stops coming, they take their clothes off for one last run.
