Step 1 (optional?): Don't log in for a month.
Step 2: Log in from Mexico. You'll be informed that your account has been closed for secutiry reasons.
Step 3: Spend an hour on hold for live chat support. After an hour, you will be informed that your problem can only be solved over the phone.
Step 4: Give up. Enjoy some tacos de pescado.

It's happened to me. A little strange though. I went away for a weekend, about 2 hours from where I lived. Was able to sign in to my neteller account successfully from the hotel, but when I got back home and tried to connect it was locked.
Of course, two seconds on the phone and they unlocked it.

I'm very glad Neteller takes these precautions.
Live chat stinks, but a simple phone call will probably be answered on the third ring - and then you will get things straightened out.
