Villain is semi-loose passive...something like 30/0.7. Last couple times he popped me on the turn, he had the nuts.

Given that I usually fold to the turn raise against this sort of opponent, I don't think the river matters much. Since you were probably planning on check-calling any boardpairing cards (esp. 5's or 3's), check-calling is a lot better than bet-calling or bet-folding here.

Villain isn't absurdly passive.

I wonder if he plays this way with any set. There aren't many straight-making hands that a 30 vpip plays, while a low set is a very likely hand for Villain. Most of the time I'd want to get another bet in on the river.

I'd like a bet/call here. I don't think we can make the assumption that villain has the 4 just yet, and we don't want to lose bets against a lower set.
