I don't think "draining" is appropriate when the water has to be elevated to be removed.

This is standard protocol. This administration likes to make up new words for ideas that already have words. It's just how they do things.

Examples:
Original Term -> New Term

Late Term Abortion -> Partial Birth Abortion
Muslim Women -> Women of Cover
commensurate -> commiserate
Suicide Bombers -> suiciders
Misunderstood and underestimated -> misunderestimated

And now,
Remove water -> Dewater
