What are good sites for multi table PL O/8 tourneys? Does Pokerstars run them? I am looking for ones with buy in between 5 and 20 bucks.

Yes, Stars is running them. Not too many. Go to Stars lobby, select Tournaments, then "Regular", and sort by "Game".
