CNN Report (http://www.cnn.com/video/partners/clickability/index.html?url=/video/us/2005/09/02/eh.warnings.cnn)

...Shortly before 9/11 FEMA declared that among the most likely disasters in America, a risk nearly on par with the terror attack in NY was a catastrophic storm in NO like Katrina...

...Ten years ago congress created a massive project for the Army Corpse of Engineers to renevate the 13 levee systems which protect New Orleans. Over the last 5 years the Bush administration and Congress cut funding for the flood control project by over 30 million dollars at a time when the Army Corpse is also stretched thin, from rebuilding in Iraq...

For those who think this is a political post attacking the Bush administration, it isn't. I'm not american and realize this could also have happened with someone else in charge, or in any other country for that matter.
With all the posts in OOT about a lack of a decent response to the disaster I figured this was worth posting since I find this even more disturbing.

This is a politically charged post. If you want something a little unbiased you have to look at the whole timeline, all of the options available to the army core of engineers, and actions taken since the 1960's. Until that you are just spreading political rhetoric. To be honest, I expect nothing less from CNN. Also, your link is broken so I wasn't able to read the article. (hopefully I didn't put my foot in my mouth)
