Can someone recode bison's converter? Or make a new one?

The converter is seriously Fu$K!d and it isn't just the 'Texas' problem anymore, it won't even correctly convert fixed histories. I think I could do something in Microsoft word with macros but an online tool would be much more useful. Anyone have that ability?

Personally, I almost find that hand converter as bad as raw hands. Just way too much info.
