Iraqi debt owed to other nations is one issue that has become front and center in this transition period:

Iraq now is arrears to France, Russia, and Germany. Could it be that Saddam promised one or all of these three to make up for any arrears in debt as well as at least maintain payments for their support in the UN as well as France's and Russia's support on Security Council resolutions?
