If he never calls preflop raises, then definitely fold. Your hand is really not that great and you are unlikely to flop something you can be proud of.

Fold to the re-raise pre-flop. I don't really see the merits battling over his BB if you say he folds to most raises - just raise once, if he re-raises, drop it.
