If UTG whiffed, this probably leaves you HU against a short stack with plenty of dead money in the pot, enough to support you shoving him in.

I would raise to $9, that should be enough to find out whether UTG has anything. He probably folds to that, and then you can get all-in with the short stack either now or on the turn. If UTG calls then you might geta free card or will just have to play the pot odds on the turn.

I would raise it to 6, hoping that I could get UTG to stay in, yet inducing UTG+1 to call or even re-raise you.

At this limit, I'm gonna assume everyone is bad. So I wouldn't get too tricky here, and would just call getting 5:1 pot odds on a 2.5:1 draw.

If you want to get greedy and want to try to win it on the flop, raise the pot. But UTG+1 is likely to call you down if he has anything since he's shortstacked.
