In a sentence that uses parentheses at the end of a clause, then a comma (like this one), does the comma go before or after the parentheses? I have always put it after, but never been sure.

It's hard not to give a little pause for each comma.

This is an actual sentence written by the head of our Legal Department and sent to the entire company. I swear by Granny I didn't make this up:

"We are pleased to inform you that, effective one week from today, we will be implementing, Websense, an Internet web blocking solution."

The only comma that really offends me there is the one immediately before 'Websense'. Are the ones before 'effective' and 'we' unambiguously incorrect?
