The $42 is probably what was left of an intial deposit. For instance, if you had deposited $100 in the past and then withdrew $58, the 58 would hit your neteller instantly. Now you withdraw another $100. The first $42 (what's left of your intial deposit) will hit instantly. The balance will be about 3 days.

Any money you deposited gets directly applied to your account when it's withdrawn. The extra money (money you've won), has to be approved first. Sometimes it's a couple hours other times it's a couple days. It'll be there though, PS will not stiff you a measly $42, so calm down.
