Yes. In addition, you don't need a set to win if the flop comes a bunch of junk you could get aggressive. You'd need more of a read thou.

I would also call, but you need to make a lot more then 1BB postflop the time that you flop a set and win the hand to make this call correct. You don't win every time you flop a set. You have to account for this.

You don't always need to flop a set to win. You can take down raggy flops often via aggression many times. You are also looking for draws. OESD or a gutshot on a raggy board.
